In 2007, Scouts Canada announced the No One Left Behind program in an effort to ensure that every youth is provided with the opportunity to experience new adventures with a local Scouts Canada program. Through No One Left Behind, membership fees and related costs are subsidized for youth from families facing economic barriers.

Every young person deserves to experience the world of adventure, friendship and self-development that Scouting offers. With your support for No One Left Behind, we can prepare even more youth – both male and female – across the country for future success.

No One Left Behind has grown considerably since its implementation. The program was expanded in 2011, to include the funding of uniforms, outdoor equipment and camping experiences, through the Participation Grants. No One Left Behind continues to offer Membership Grants  to youth across Canada and we are pleased to state that last year alone, Scouts Canada funded over $500K worth of NOLB subsidies.

How to Apply

To apply for a No One Left Behind membership fees subsidy:

  • You can  apply for NOLB subsidy  by  submitting a request at the Online Support Centre. Please include Parent NameCityProvincephone number with area codefamily sizefamily income, the number of children expected in Scouting and your preferred Group. Requests will be directed to the closest Regional Service Centre;
  • The Service Centre will review the information received and determine if your family is eligible for a NOLB subsidy;
  • Service Centre will inform you if your application has been approved and how to complete your registration online. Payments online can be completed via Credit Card, PayPal or Interac Online (debit). If further assistance is required, please contact your group directly.

About Membership Subsidies

No One Left Behind was established in 2007 to ensure that no child is denied a Scouting experience due to financial hardship. A basic financial needs test will be applied, with need determined based on information disclosed by Scouting families under an honour system.

After submitting your request you will be asked to advise on your household income and family size. This information will be factored into a financial needs test. The needs test will apply Statistics Canada’s Low Income Cut-Off (LICO) metric that is updated annually.

LICO is used by many service providers and levels of government to determine recreational subsidies. LICO calculates financial need based upon a family’s size (number of family members) and household income.

An exception process will be established and managed by No One Left Behind Service Centres to ensure that youth are not denied a Scouting experience should unique circumstances exist.

 

Guidelines

All applications are confidential and only the No One Left Behind Service Centre is aware of the name and personal situation of all applicants. Funding provided is relative to this application only and does not a guarantee future funding. Please re-apply annually.

Participation Subsidies

No One Left Behind Participation subsidies are provided to offset the cost to youth and their families of participating in Scouting activities. Examples include the cost of purchasing uniforms, program materials, outdoor equipment and camp fees.

To apply:

  • Download the form posted below these instructions;
  • Applications should be completed by the Group Commissioner and submitted to the National Service Centre in Ottawa;
  • If approved, a funds transfer will be made to the Group’s bank account.

NOTE: No One Left Behind Participation subsidies may be provided up to a maximum of $200 per individual applicant. This limit helps Scouts Canada to deliver No One Left Behind subsides to Groups quickly and efficiently. Subsidy applications that exceed this limit will require additional approval. All applications must be received at Scouts Canada’s National Service Centre at least 60 days prior to the need for the funds requested.

Respect In Sport for Activity Leaders — Scouter Subsidy

Scouters may be eligible for a subsidy to cover the cost of the Scouts Canada’s mandatory child and youth safety course, Respect in Sport for Activity Leaders (RIS).

To apply for the subsidy Scouters can email RISsubsidy@scouts.ca. The Help Centre will review the application and determine if the Scouter is eligible for the subsidy. If the application is approved the e-learning course will be added to the Scouter’s David Huestis Learning Centre profile.
